Abstract
The utility of continuously tracking vehicles in a battlefield has been demonstrated during the Gulf War and other recent conflicts. However, the ability to achieve reliable continuous tracking in many environments will require the use of FOPEN radar andefficient use of sensor resources. In this effort we extend current research to include heterogeneous terrain and apply this model to simulations. We improve current simulation capabilities to account for varied terrain and the constraints of vehiclemotion in areas of dense vegetation. To address the challenges of tracking with FOPEN GMTI, we develop algorithms to handle high discrete false alarm densities. Finally we investigate algorithms that will provide effective Sensor Resource Management forcollocated X-band and FOPEN band radars. Here we establish better predictive capabilities by developing dynamic predictive models for representing the target state uncertainty in the presence of foliage. Also we develop mode-track utility functions forrepresenting the expected utility of scheduling a FOPEN based SAR or GMTI radar dwell against a specific target or region. We will use this program to create a new version of the Alphatech GMTI Tracker Technology Product that includes the capability oftracking with FOPEN GMTI and of managing the resources of collocated FOPEN/X-band sensors. This capability will be a product that can be marketed to future reconnaissance and targeting programs.
